Hello everyone - Foreigner in Montenegro

Hi everyone.
I've recently taken an interest in motorcycles (new to everything to do with them). I've done a little bit of research, but I found no concrete information as to what I would need to get a driver's license Category A. I have a work visa, and am older than 24 years, yet I am having a language-barrier trying to communicate with driver's schools asking if they can teach me to ride a motorcycle. At one I was told I must have experience riding scooters or motos, yet I do not have that, and saw no reason for the driving school offering category A licensing if they cannot teach it... I have a "B" license from USA, but I do not have it physically with me, which I am not sure is a problem, as the law does not state that I must have a "B" license to get an "A" license, only that I must be older than 24 if I have no experience.
Is there anyone that can help me? I would highly appreciate it. Maybe there's a motorcycle riding course offered somewhere...
To break it down:
1. How does one get an "A" license (not AM, A1 or A2) without a Montenegrin "B" license?
2. Are there any driving schools in Podgorica that teach how to ride motorcycle with no previous experience necessary? In the United States you can have a motorcycle endorsement and course in 2-3 days, both theory and practice - anything similar in Montenegro?
